I want to upgrade my Z4 G5 to have a Premium Front I/O panel (with 2 USB 3 Type-C), but I could not find it on HP Store. Contacting with HP support was not useful. Any idea where can I buy this?

That is a feature of the Premium version of the Z4 G5 workstation. You purchased the Entry level version.
The system boards for the Premium and Entry level versions of the Z4 G5 workstation have different headers.
You would need the Premium system board version to be installed for the Premium front panel with USB Type-C ports to work.
