I have recently bought a Gt 1030 to upgrade from my AMD Radeon HD 7450 and every time I installed the GT 1030, it takes me to the HP splash screen and it tells me to press ESC for startup menu and so I did. It takes me to a black screen to press ESC again,and so I did, but the screen doesn’t change and it’s stuck there the whole time with no beeps at all. I tried installing the GT 1030 drives in my computer using my old gpu and then after I’ve done that, it goes back to the same screen. Please help me!

Providing a specific HP PC product number would help to drill down to your specific problem.
Some h8 HP PCs have a Legacy BIOS. Some h8 HP PCs have a UEFI BIOS.
This fact limits graphics card upgrade options.
You can only upgrade to a Nvidia 600 series graphics card if your PC does not have a UEFI BIOS which is required to use Nvidia 700, 900, 1000, or 2000 series graphics cards.
You can upgrade to Nvidia 700 and above graphics cards if you have a UEFI BIOS.
But you must tweak some UEFI BIOS settings (disable Secure boot-enable Legacy boot) to initialize the GPU.

the symptioms you describe are almost allways caused by the motherboard/bios having a early revision that is not compatable with newer UEFI based video cards
if your system is older than 2012 you cannot use an nvidia card beyond the 600 series. The gtx 660 or gtx 650ti models were recommended. but please check your current power supply capacity with the nvidia websites recomended card model/wattage
you can lower nvidia's recomended supply number by aprox 25 watts, anything more may cause problems

The power supply requirement is a "non sequitur" until we determine your PC is capable of running a Nvidia 1030.
It is possible you may have to upgrade the factory installed PSU. We should start with compatibility.

the Radeon card model the "OP listed as his previously installed and working card as the Radeon 7450 this card model draws aprox 25 watts as listed by several websites and from what i remember was available in non uefi and uefi compatable bios versions depending on when bought and from what vender as several makers of this card did offer updates to make the card uefi compatable
the nvidia 1030 card is listed by nvidia as 30 watts (gddr5 memory) or (25 watts if ddr4 memory)
both cards are within the same power range and as such a power issue is highly unlikely, his AMI bios revision of 7.x
indicates a pre uefi bios (legacy only) and the HP website does not list and bios updates from 2013 that are video related
it's appears the "OP" has the original Angelica 2 motherboard
the forum does list a previous poster with this board and video issue
for those interested the link below gives some usefull information from ASUS on legacy vs uefi video card bios compatability on the radeon 7000 series video cards please do not run this tool!!!!! it was only for ASUS motherboards and is now outdated by some years
