I am looking to upgrade parts on my prebuilt pc. I currently have a hp 82f1 as my motherboard and want to know if that can handle the wattage of a i7- 7740x/7700k or i5-7640x/7600k as my processor and a 1660s super or 1070ti as the gpu.

If you look at the section titled "Processor/Processor upgrade information" you will find a list of compatible processors.  These processors have been fully tested to be compatible with the motherboard.  If a processor is not on the list it will most likely not work.  HP has their motherboards made to their specifications.  They are not necessarily the same as a retail board.

The two major concerns are 1) the length of the card and 2) the wattage required to operate it properly.  Another consideration is any PCIe power connectors that may required on the power supply unit (PSU).  The specifications for your current video card don't mention any PCIe connectors.  You do have UEFI in the motherboard.

 

The two video cards that you mention should work if the above requirements are met.  Each video card manufacturer has their own specifications for these cards.  Therefore, it is a good idea to review the cards from different manufacturers.
