i have a corsair cmv4gx3m1a1600c11 so i want to know can i use this  ram in hp pro 3090 mt

@djbravo06 , welcome to the forum.

 

The specifications for the memory look like they match the original memory.  However, I have two concerns: 1) the computer was released in 2011, according to the documents I have read.  This means you are adding new technology to old technology.  This doesn't always work! and 2) the power requirements for the Corsair memory is 1.5V.  I can't find any power information on the original memory.  I can't say for certain that it will work or that it will not work.  Since you already have the memory you could install it to see what happens.  It shouldn't do any damage to the motherboard.  It simply won't boot if it isn't compatible.
