That is part of the HP Link-5 technology. It is a wireless dongle, easy to find via eBay. I've attached a PDF below. You can even buy a used HP Link-5 mouse that includes a dongle and throw away the used mouse and keep the dongle. They don't seem to ever go bad. That one dongle can serve as an interface for up to 5 total HP Link-5 devices via a USB2 or USB3 port. You can link Link-5 device(s) to the dongle quite easily.
Note the Link-5 icon on the dongle... make sure to get one with that. If that icon is not present it won't work for you.
Added tidbit: These don't run on Bluetooth technology, which uses up more power. Thus, battery life has been much better with the Link-5 mice in my experience.
