i have  a 8653 a smvb motherboard annd i was wondering if it was compatible for a intel i5 13400

Here is the spec page for that motherboard

Click on the Processor upgrade category to see the supported CPU's.  The one in the query is not listed.

That is a 13th generation Intel CPU. It uses the LGA 1700 socket while that motherboard uses the LGA1151socket.
