If you built a DIY PC with an enthusiast motherboard you could do that.
What you are experiencing is the limitation of factory prebuilt PC.
There is no unlocking of the BIOS available from HP.
Prebuilt PC manufacturers do not want consumers changing the Vdimm voltages, tinkering with the bus speeds and primary and secondary memory timings.
