try installing the following driver
HP Hotkey Support - UWP

check the support page of the model to see if it has a BIOS update. Also do a test of the keyboard, when you turn on the equipment press the F2 key several times, do the test and see if it is approved or has a failure ID, if there is failure

if when you test the keyboard with the UEFI diagnostics outside of windows you get an error, then the keyboard is damaged.
