is it better for me to change my ram which is 2x4gb ddr4 2133mhz into a 2x8gb ram ddr3 1866mhz?

DDR3 memory will not fit in your PC's memory slot.
The notch is cut in a different place because the DDR3 memory runs at a higher voltage than DDR4 memory, thus preventing someone from damaging the memory and the motherboard.
If you want to upgrade the memory, you can install 2 x 8 GB of DDR4-2400 MHz which will run at 2133 MHz if your PC has an Intel Core processor.
