In general, the CD/DVD drive on most desktop computers, including HP Envy Desktops, cannot be rotated 180 degrees to face the top when the unit is flat. The design of the drive and its mounting within the case is typically fixed, and rotating it would require significant modifications to the internal structure of the computer case, which is not recommended unless you have advanced technical skills and knowledge.
If you need to access the CD/DVD drive more easily when the desktop is placed flat, you might consider using an external USB CD/DVD drive. These drives can be placed on top of the desktop or positioned in a way that's convenient for you without modifying the computer's internal components.
