Good day,
There is a system unit HP Pavilion Gaming 690-0015ur
as suggested on the HP website, 2 * 8gb kit DDR4 PC4 21300 2666 mhz memory was purchased from the link from the official HP website for this particular model
After installing the memory in the task manager, the speed is 2133 mhz, how to make it 2666?
There are no advanced BIOS settings.
After all, if the manufacturer himself offers an upgrade, then why are there such problems?

If there are no advanced BIOS settings, then it cannot be accomplished.  Running the memory speeds higher just because the memory is rated at a higher speed, is not a recommended practice, especially on a OEM machine.  You need a retail motherboard to allow those settings.

On the official HP website, it is proposed to make an upgrade. When entering a model, he recommends this particular memory. There is also a shop for sale. Installation instructions are included.

I suspect the "upgrade" is meant to add additional memory and not for a speed improvement.  The memory speed is set by the chipset and the CPU being used and on an OEM those items are to optimize the reliability rather than anything else.

While some of the higher end OEM gaming pc's might allow some basic  changes, it is not expected to  be too wide spread.

This PC model supports this memory frequency. Moreover, if you set one bar, then it works at a frequency of 2666

You might want to explain that last statement.

Do you mean if only one memory module is installed, it shows a frequency of 2666?  Does it matter which one or do they both show that when installed separately ( one at a time )

when the memory starts to work in dual mode, the frequency value becomes the base one.
This question is most likely precisely in the specialists of the HP company. Since they made it possible to independently upgrade the computer, but did not take into account that new devices need to be configured through the advanced BIOS mode.

That is beyond my skillset.  The motherboard and CPU work together and set the memory frequency.  Without advanced BIOS settings, there is not much that can be done about that.
