windows anytime upgrade gets me to a web site that doesn't work

Operating System: Microsoft Windows Vista

when hit the start button and go to windows anytime upgrade it takes me to a control panel page. the page only has 1 option and that don't work. after some research i found out it was discontinued. Is there something out there that replaces it. I'm trying to upgrade windows vista to windows 7 ?

Unfortunately, Windows Vista is not an available operating system in the upgrade path to Windows 10.  If your notebook is a Windows Vista notebook, there is a strong likelihood that its chipset and CPU is not recent enough for Windows 10.
