My hard drive went bad and I have no O.S. and no Recovery partition. I am looking to either get a Digital download or a DVD copy of Windows 10. therefore, how much, if there is a fee. [personal information removed]

You can use the HP cloud recovery tool to create a bootable USB recovery drive that will reinstall Windows, the drivers and the software that originally came with your PC.
Here is an info link for how to use the utility. You will need a 32 GB USB flash drive to create the recovery media with.

You can download the software from the Microsoft Store.

Since you have to use the utility on another PC, you will need to enter your notebook's product number in the tool's search window in order to proceed to make the recovery media.

Made the HP cloud recovery USB.Watched 2 youtube videos and took notes. The HP recovery tool went thru a factory reset and was suppose to display a green window of the install but instead I get a blue screen of a recovery error. It did install 2 partitions on the new solid state drive One small and one bigger (I haven't figured out how to run Windows 10 from these partitions. I have installed Windows 10 from a Microsoft migration 10 tool and it installs on the same disk OK. Still need help.
I have TPM and secure boot turned off and Legacy turned on.

I wouldn't be able to help you get the recovery media to work.
When that happened to me in the past a couple of times, I clean installed Windows 10 by making a bootable USB installation flash drive with the Media creation tool from the link below.
The Windows product key is encrypted in the PC's BIOS, so it is not necessary to have the product key to reinstall Windows.
Download Windows 10 (microsoft.com)
After W10 has completed installing you can install the drivers and available software from the PC's support page.
