Admin forgot password, cannot install anything.

1) How to Access the Actual (hidden) windows 8 Admin?

2) How to delete the current user with Admin and create a new Admin user?

3) what key combo to access the BIOS? (every "F" key has been pressed with no result.)

Welcome to the HP Support Community. This is a great place to get support, find answers and tips to your technical queries. I have reviewed your post and I understand there's an issue with the administrator password. 

 

You would have to Contact HP for a hardware service as the motherboard may require a tattoo/Bios Flash.  
Any other way of unlocking the BIOS is not authorized by HP.
