Black screen, fans start to spin very fast and stop spinning, PC will not boot up

My HP XL508AV was working fine. After a long time I Try to start the PC it doesn't show anything (no signal) and after approx. one minute the fans start to spin with the maximum speed (very loud) and some times the fan will turn on and off simultaneously.

what have i tried already:

* CMOS reset - the same behaviour.

* removed all HDDs and CPU  - the same behaviour.

* tried to start pc with a single RAM module - the same behaviour.

* REMOVE VGA CARD and connected to motherboard VGA- the same behaviour.

* removed all the RAM modules in order to test whether the mainboard would complain - it doesn’t complain (No beeps,  power button is always turn on green).

Do you have any advice or ideas

@SHA2020 If the memory modules have been removed, and the pc has been started without them, it should beep, if it isn't, it confirms a hardware malfunction within the system board and I suggest you talk to HP support and discuss your options, follow the below steps to get started:

 

1) Click on this link - http://www.hp.com/contacthp/

2) Click on Sign-in or select the product using the below step:

3) Enter the serial of your device.

4) Select the country from the drop-down.

5) Click on "Show Options".

Fill the web-form, to populate a case number and phone number for yourself!
