Integrated Intel graphics should support 4K at 24 Hz over HDMI. This would be a very slow refresh rate, don't how if it would an enjoyable experience. The Intel 8700 CPU is capable.
You could try upgrading the power supply from the 180 watt part to a 400 watt PSU and add a discrete graphics card for better results. Power supply upgrade options are limited for this PC.
The 400 watt HP PSU part number is L04618-800. Check eBay for this part. You would then be able to add a dual slot discrete graphics card at about 9.5 inches in length requiring one 6 pin or one 8 pin PSU connection.

I can't say if a 4K monitor will be okay using integrated Intel graphics. I have never tried a 4K monitor at a 24 Hz refresh rate. Video playback might be impaired at 24 frames per second.
A 60 Hz refresh rate is usually a good starting point.
I use a 1440p monitor with an Nvidia 2080 at 144 Hz refresh rate. The image is super clear, smooth and vibrant.
