I bought a certified, refurbed, open-box HP desktop that was supposed to come with Windows 10 Home. Went to activate, and it is telling me that it has a key for Windows 10 Home, but has Pro installed. Both the seller and Windows are giving me the runaround and I just need to either get a link to download Home 10 or advice for a reinstall. All I need is Home, not Pro. Advice? When I go through the Windows site, it keeps giving me options to upgrade my existing Pro software. Thanks.

Take it back to the store that sold it, and get it replaced by a computer with software that matches the specifications.
Or, see: https://www.microsoft.com/en-us/software-download/windows10
to download Windows 10. Use the product-key that was provided with your purchase, and the appropriate version (Home? Pro?) will be installed.
