That happened to me when I enabled XMP memory in the BIOS but only one pair of memory was XMP. The bios and windows both saw 4 sticks of memory but Windows did not use the pair what was not XMP. Your 705 G1 is unlikely to have that bios option. There must be enough of a difference to where the 8gb is not used.
I looked through all the bios release history but did not see any release info that mentioned memory or XMP.
Pages 13-15 describe the memory and how to populate for single, dual or flex mode.
First try the 8gb stick by itself to make sure it works. Use channel A. Then try adding the 2gb stick in either B or A. If there is no BIOS memory adjustment then you may have to leave the 2gb stick out.
Note that it is always dangerous to flash a bios and several of the bios I read about state it is not possible to go back to an older bios version.

You have a mix of 1Rx8 and 2Rx8 memory. Leave the 1Rx8 off the motherboard.
What you have

Leave 10 empty. I have a suspicion that the below channel numbering below is wrong in the user guide
If the above 7,8,9 does not give you 8gb of memory then use the color codes. Put the 2gb sticks in the white and the single 4gb in the black. Every motherboard I have seen colors the memory slots to identify the channels. I think the book did not identify the channels correctly based on the colors.

see if you can trade the 1Rx8 for a 2rx8 if the above works.

Something is not right. Unless I am mistaken, your picture show a bios version 2.20 dated 2/7/2017
There is no bios 2.20 and no 2/7/2017 date as shown when you expand the revision history

Remove the 4gb stick and just use the pair of 2gb until the bios problem can be figured out. Does windows see 4gb with the pair of 2gb?
What is the product ID of your system?
Was the motherboard replaced? What is the motherboard name or part number?
Bios upgrade from a non HP site?
It appears you have the wrong BIOS for 705 G1

You have a slightly different system than the one I listed earlier. However, the bios updates are all the same.
I know what the problem is. You have 2.28 and the picture looks like 2.20 as some zeros have a cross.
Your bios is OK and the date is ok as the bios as created 2/7/2017 and publish a month later

It is supposed to come with either 4 or 8gb memory, not 2gb.
If you remove the 4gb does windows use the pair of 2gb?

Try the 4gb memory stick in slot 7, the M378B5273DH0-CK0
If the 4gb works then sell all your 2gb sticks and buy or trade for another 4gb and put it in slot 9
Sorry, I do not see any way to get all 4 of the RAM to work together.
What slots were the pair of 2gb in when windows saw all 4gb? was it 7 and 8 or 7 and 9?
Did you try 7 and 9 for the 2gb and put the 4gb into 8?
