So a friend brought me this computer to fix. She said the internal battery was no good and needed to be replaced. No problem there, the problem is what she "forgot" to mention. It is stuck in a boot loop and will not boot up. I tried all the reset, return to factory default, troubleshoot all of the normal things. Since she is a friend, and I will make little to no money on this job I am just cutting to the chase and want to know where I can get replacement software (Win10) for this laptop. There is also no windows sticker with the activation code on it either. Any hints?

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:  

The HP Cloud Recovery Tool allows you to download recovery software to a USB drive. You can use the downloaded recovery image file in order to install the Windows operating system.
