Hello, do you have actually access to Windows?? If you have access to Windows, you can reinstall directly your system in the Windows's settings:

If you don't have access to Windows, you can try to restart your PC taping F11 key, for use your recovery integrated partition. 

For create a recovery media with Cloud Recovery, what error have you?? Your PC is recent so normally supported, with the business or consumer tool, you can try this two:
