OK, if you're leaving the hardware as is, then yes - copy your data to an external HDD, then do an F11 recovery (Keep tapping F11 when you turn it on, and it'll run the factory recovery from the recovery partition on the hdd).

This is easier and quicker than recovery from disc.

How much do you use the DVD drive? If it's not much, then you could disconnect it and run 2 x HDD's and buy a cheap external USB DVD drive for when you need it.

You can run the dvd recovery from an external DVD drive.

Have you also considered wiping the HDD and installing a clean Windows 10 v1909 on the machine. IMO, that's what I would do.

You are certainly correct in that it is not ALWAYS the case -- but unfortunately, there is no way of knowing, in advance, if this is going to be ONE of those cases -- and sometimes the install APPEARS to work OK, but after using the PC, problems start showing up.

 

As to DVDs, I personally would avoid them and use USB sticks instead -- they are much more reliable.
