Product: Hp compaq 8000

Hello

I have encountered a problem with my system, that I have tried all ways of troubleshooting but in vain.

 

MY COMPUTER doesnt start when I switch it on, 

But starts minutes after. 

Then it keeps on turning on n going off without booting over and over without stopping

I have tried changing the cmos, reseting the bios but nothing happens 

 

Kindly assist.
