I connect my iPhone via cord, but how do I download photos on the phone to the laptop?

Have you installed iTunes?  That app loads Bonjour service which handle network communications. It will load the USB driver that is needed.

 

iTunes can be obtained from the Microsoft store. 

 

When you connect the iPhone there should hear a beep from the laptop and the iPhone should ask if the connector is authorized.

 

Try to use the iTunes app to "eject" the iPhone before pulling the plug out.  Sometimes another port must be used if the iPhone is unplugged during a data transfer.

 

The iPhone needs to be unlocked (logged in) and it will vibrate when the connection is made.
