I have an HP All-In-One that has no operating system installed. I have tried booting to a bootable usb drive to reinstall windows 11 home, but it will not detect it. Also tried using a bootable installation disc and repair disc. The farthest I get that way is it tells me "press any key to boot from cd", but when I do it goes straight to a blue pop-up that sais "boot device not found" and tells me to install one. It sais  "hard disc (3F0)" and"F2- system diagnostics, (which tells me everything is fine and restarts). How the heck can I install an OS back on here? It got this way when I tried puting a fresh version of windows 11 home on it 'cause somehow the system got ALL messed up during a system refresh, (where it reinstalls the OS with the option to keep or not keep ur files). I put the bootable usb in, it asked me which partition to use, it had two large ones and three small empty ones. I deleted the second largest one, THEN it tells me can't install on the primary because it's protected by bitlocker, (wwhich I have never used and don't have the key for). That's where I am now. Help?!?!

I acknowledge the situation. The “Boot Device Not Found – Hard Disk Error (3F0)” message indicates that the system is not detecting a valid bootable device. Since you are attempting to reinstall Windows 11 Home, let us proceed step by step with recommended methods.

 

Confirm BIOS Boot Order

  • Power on the computer and immediately press F10 to enter BIOS Setup.
  • Under System Configuration > Boot Options, ensure that USB Hard Drive or CD/DVD Drive is listed first in the boot order.
  • Save changes and exit.

 

Run HP PC Hardware Diagnostics

  • Power on and press F2 to open HP PC Hardware Diagnostics (UEFI).
  • Run the Extensive Test on the hard drive to confirm hardware health.
  • If the test passes, proceed with OS installation.

 

Prepare HP Recovery Media

  • Use another Windows PC to download and install the HP Cloud Recovery Tool.
  • Insert a USB drive (minimum 32 GB) and create official HP recovery media for your All‑in‑One model.
  • Insert this USB into your All‑in‑One, power on, and press F9 to select the USB device from the Boot Menu.

 

Clear BitLocker Protection

  • If the installer reports BitLocker protection, open BIOS Setup (F10).
  • Under Security > Secure Boot Configuration, restore factory keys and ensure Secure Boot is enabled.
  • Delete existing partitions during installation and allow Windows Setup to create new ones automatically.

 

Install Windows 11 Home

  • Boot from the HP Cloud Recovery USB.
  • Follow on‑screen instructions to reinstall Windows 11 Home.
  • Allow the tool to partition and format the drive as required.
