When I log on, after logging in I get my desktop, but no IKONs on the desktop, nothing in the task bar and I cannot do anything. I went to restore the factory settings by doing system recovery and it does not complete. Error log says couldn't find Edition's FB. CTO Panic condition...

Welcome to HP Community

I have gone through your Post and would like to help

You could try a Reset and check if that helps. Link: https://support.hp.com/in-en/document/c04742289

If the issue persists you need to perform the System Recovery using the Recovery Media.

The HP Cloud Recovery Tool allows you to download recovery software to a USB drive. You can use the downloaded recovery image file inorder to install Windows operating system. Click here: https://support.hp.com/in-en/document/c06162205 to Use the HP Cloud Recovery Tool (Windows 10, 7)

Thank you

Dear Crazy toad,

Thank you, but after getting as far as I could with a couple different people over the phone, I was able to get Windows 10 onto a flash drive and then, all by myself, got it to boot off the USB and reinstalled WIndows and it worked! I lost everything, but I didn't really care...glad to have a working computer again...especially the big monitor.
