I have stop the normal.update while my pc is not starting

My system is reataring automaticaly please help

Most likely, it is doing this because a Windows Update failed and it is trying to restore your system to a working state -- and failing in that, too.

 

There is no simple way to stop this update loop, as it will do it and keep failing until you turn off the PC.

 

The general "solution" (if you want to call it that"  is to install a fresh copy of the OS, and of course, you lose everything you have on the PC in the process.
