Product: HP Pavilion Gaming - TG01-1425no

I am unable to access my pc. I have a HP Pavilion gaming desktop - TG01. I reset my pc, now it can’t turn on properly. When I turn on my pc it loads like normal, then a black screen appears for a second, then it goes back to loading. After it’s loaded for about 2 seconds it turns on showing me that it’s downloading windows. It’s stuck at 64%. As soon as this screen comes up it turns off and starts all over again, all on its own. What can I do to fix it?
