Product: Hp All in one

I have an HP all in one running windows 10. I was resetting the hard drive back to factory defaults so I could sell it and There was a power outage. Ever since the computer has done nothing but boot. I get the logo screen then it loads to the updating system system screen and then it reboots. Is there anything I can do that doesn't require me spending money I don't have? I did try everything the vr assistant recommended with any progress.
