you say :
"Is "Techno Care" part of HP? either way, is it legit? I purchased a support plan."
Do you have a link to something, an internet address, how did you find this service?
In my answer, I give you a link to search with hp-approved service centers!
These are definitely just repair services in general!
then the link with the HP warranty extension service, the only official one, with the second link which is only available in certain countries: BEST2Serve
