Operating System: Microsoft Windows 8.1 (32-bit)

I keep getting a error code for long and short dst what do I need to do to fix this please help... thank you

You will need to install a new hard drive and reinstall the operating system.

@Mcammon187 -- even through the DST ("Disk-drive Status Test") is failing, can you still open Windows?

If so, then ASAP, copy all your Personal Files to an external device, e.g., a 64 GB USB memory-stick, or to an external "backup" disk-drive.  Then, do as @Paul_Tikkanen has recommended, and then restore your files from that external device.
