HP C7280 All-in-one Printer

My HP C7280 is making a noise and will not turn on or off.  Different power cord and wall outlet did not fix the problem.  HELP

Hold-down the POWER button for a full minute. That should be long-enough to force your device to power-off.

 

But, that does not help discover the source of the noise? Spinning CD/DVD disk? Recording surfaces on your disk-drive getting scratched? Very-dusty fan (on top of your CPU, or inside the power-supply) being out-of-balance, and vibrating? A dead fan no longer cooling your computer, causing your computer to "screech" an "over-temperature" audiible warning?

Holding down the POWER button does NOT work.  The noise is coming from the printer, not the CPU.

Is the printer still under warranty -- either the manufacturer's, or an add-on "upsold" to you by the retail store where you bought it, or was purchased it purchased on a "gold" credit-card, which may "double" the warranty?

 

Otherwise, send the printer to an "end-of-life" recycling centre, and buy another one, so that you can use the previous ink cartridges.  Buying "new" is cheaper than taking it to a "printer technician" (most of them retired, as the price of new printers dropped from thousands of dollars to about one hundred) and paying $50 to $80 per hour to try to trouble-shoot.
