IF water got inside, then it is possible that electrical connections got shorted out -- and it that happened, the PC could now be useless.

Take the case off the PC and look around inside with a bright flashlight for any sign of water.

Then, leave it powered off and open in a dry environment for 3-4 days.  Then, check again inside the case for any dampness.

IF it still will not turn on, it's likely motherboard damage and that can cost more to repair than simply replacing the PC.

You failed to tell us the model number or age of the PC, but even if it is new, this type of damage is not covered under the HP warranty, so you would still be paying to get it serviced and any parts replaced.

Your best bet then, would be to take it to a local PC repair facility and have them give you an estimate on the repair costs.
