My HP-PAVILLION laptop is suddenly operating really slow and the system has detected that a cooling fan is not operating correctly.

Try air duster first.  This video shows a vacuum cleaner which might be useful if a lot of dust

You may need to disassemble to get dust bunnies out of fan.,   Maybe this video will help.

The fan in the above system is L25584-001

should you need to replace it.
