Not recognizing keyboard or mouse on HP PC- continuation from previous conversation

Microsoft Windows 10 (32-bit)

When I turn on my computer,  it goes to my screen saver. My keyboard and mouse are not responding to commands.  I try Escape while restarting, I try F2 while restarting and F11 but nothing moves it from the screen saver. The wired keyboard and wired mouse are not communicating with the computer.  I have been trying for more than a year- this is my main computer but fortunately my tablets have not failed me so the urgency was not there.  I would like the computer to be fixed though-   is there any way to fix this problem?

How about some details?

 

How old is the PC?

 

Is it a desktop or laptop?

 

What brands are the keyboard and mouse?

 

Have you tried wireless keyboard and/or mouse?
