Operating System: Microsoft Windows 11

I have an Omen 15-ek0004nl on BIOS F16 I have major issue on CPU speed step management.
If I plug the power charger the CPU is capped at about 800Mhz, if I unplug it the CPU speed is normal reaching 3Ghz and more on all core when CPU load is 100%.
I have tryed both reinstalling OS, change OS (Linux) but the issue is the same, with the charger connected the PC is lagging in BIOS menu also.
That's happened just after I have upgrade the BIOS to the version F16 released on 26 October 2023.
I have both F15 and F13 bios version but I'm unable to downgrade because the system don't allow to revert to an old BIOS version that the installed one.
Someone can help me to make a BIOS downgrade?
