As I Understand the popup for warranty information isn't turning off,

No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution: 

Does this pop-up appear on the taskbar after getting to the desktop screen?

Did you attempt to disable the popup?

 

While you respond to that, here's what you could do:

 

Start the notebook and let Windows fully load.  Hold down the Windows key and press R.  Into the Run box type MSConfig and hit enter.  In the System Configuration window, click the Startup tab and look for an entry titled 'HP Total Care Advisor' - if this is listed, remove the tick in the box next to it and then click Apply and OK.

 

Restart the notebook for this setting to take effect.

 

If the issue persists, Click here to turn off the task scheduler or make necessary changes to the program.
