Product: HP All-in-One PC 27-dp0000a (7TT89AV)
Operating System: Microsoft Windows 11
When I re-install windows from a recovery drive the computer reboots to the recovery drive whenever a restart is required. It's an endless loop. Do I correct this by choosing the default option in the BIOS boot menu? (Rather than the USB choice)

My assumption is the recovery files have been loaded when the PC goes to restart.
Try removing the USB recovery drive at the moment the PC turns off but before it restarts.
Your other option would be to immediately press the ESC key as the PC restarts and select the hard drive as the boot option and see if that works.
