Microsoft Windows 7 (64-bit)

Tried to set computer to boot from CD.  On restart selected f9, got to boot menu; noted components listed in two sections, CD listed under "Legacy."  With arrow key moved down even with CD listing and pressed Enter key.  Nothing happened. CD listing was not highlighted or darkened or changed color.  Nothing.  With no other instructions available, I pressed ESC .  That started a reboot, but bootup stopped at the HP logo.  Since that time any boot attempt stops at the logo screen, with "Press the ESC key for Startup Menu" at the bottom of the screen.  Pressing ESC in the few seconds after the logo screen appears, or pressing an "f-key" during startup, results in a screen showing the system features at the top left and the menu name at the bottom right.  But no actual menu appears.  The same occurs on any boot attempt whether there is a bootable CD in the CD/DVD drive or not.  Not even with an original Windows 7 installation disk.  I am at a loss as to how to recover this PC.  Any help would be greatly appreciated.

@Ed_PC-user did you use the HP recovery media? If you don't have an HP Recovery media and have attempted reset using the windows troubleshooter or a retail copy of windows, you'll need to order a recovery media: Click here for steps.
