HP Elite One
Microsoft Windows 10 (64-bit)

Following a restore Windows is no longer activated.

The system was originally set up by a different user (same company) initially using a Microsoft account then set up on the company Domain.

No matter what I do I cannot activate Windows.

You answered your own question -- this was installed and configured by a company to use their domain.  SO, this has a Volume License Key that only THEY can reactivate.  You will have to take this to the company, or contact them remotely, as THEY own the license for this PC and only THEY can  fix this.

They come preinstalled with the computers.

The computer belongs to my company. It has just been moved from one user to another. There was a problem so the PC was restored and the licence seems to have disappeared.

When setting up the Pc originally the user used ta Microsoft account then realised that he should not have and, I think, backed out and joined the work domain.

The whole idea of Microsoft accounts is very confusing  and unnecessary.
