Welcome to the HP English Community --
Your computer might – or might not -- have the required IR camera needed for Hello Face.
IR camera is a specialty device and is not standard on all computers.

If there is no Biometric devices section in your Device Manager, then the computer does not include the hardware (fingerprint reader) -- If the computer includes a "box" where the reader would be located, the box is simply a "cover plate".
If the "face lock" refers to using Facial Recognition and there is no IR type camera listed in the Device Manager, then Facial Recognition cannot be used.
