You may have to reinstall Windows if you cannot do a system restore, or get into safe mode, or reset the PC. You will lose data if you reinstall Windows. Look at start safe mode from a black or blank screen at this (Link).
You could remove the HDD, connect to a different PC as a data drive, then see if you can save data to the host PC or an external drive.
