First off, there is no such thing as a "perfect solution" -- so, demanding that of of us is something we can not provide.

 

Second, there are a LOT of upgrade options, in terms of CPUs and RAM, and only YOU can decide (1) how much money you want to spend and (2) if that money is worth the results you get.  I've provided this link to an HP specs page so you can see what upgrade options are available:  https://support.hp.com/us-en/product/hp-pavilion-500-400-desktop-pc-series/7161732/model/7479595/doc...

 

NOTE: This is not the same model but it's the closest I could find.

 

Third, we don't provide any prices or estimates because that varies enormously by WHERE you purchase the parts.  You would have to find out that information on your own.
