I have a windows 10 pc that was inactive since 2019. hp slim desktop. i had to use it after my windows 10 was hacked. updates for individual apps kicked in and somehow it upgraded and is windows 11. I think the memory and capacity are too small and will malfunction, Can it be rolled back to windows 10

To answer your question simply, while MS does provide "upgrade" paths to go from one OS to a newer one, there is no "rollback" path to go back to an older OS.  You would have to install Win10 from scratch, and you would lose everything currently on the drive because this would not be a "downgrade" but a  "clean-install".
