@84pooh -- probably, it is NOT a "driver issue", because "out-of-the-box", Windows should be fully installed, and should have the correct device-drivers.
If you purchased the computer less than 12 months ago, either take it back to the retailer who sold it, and exchange it, or contact HP Support, to open a claim against the HP Warranty. HP will repair/replace the computer, at their expense.
