Actually HP support fixed this problem for me, so I am just writing this in case it might help somebody else.

This new PC was working fine (I just rec'd it in mail) when all of a sudden it booted to bitlocker recovery screen. On the screen there were instructions on how to get the bitlocker key, and I did retrieve the 48 number code using this method. Problem was, the keyboard was not longer responsive, nor was mouse (not that a mouse could help enter a bitlocker code). Anyway we switched out devices and the new keyboard and mouse worked fine on other PCs, but not the new Envy. After attempts to get to BIOS (they all failed) finally the HP support guy suggested using a different USB port for the keyboard and mouse. So I moved the dongle to a USB port on top of the PC (it had been on the back) and voila, the keyboard was now  responsive and I entered the 48 number code and sure enough PC is working fine. Thank you HP. I suppose I do have a bad port or two on back of PC and I will investigate that later.
