p6-2100 desktop with Window 7 later upgraded free by HP to Windows 10... got powered down during a program upgrade. Now on bootup, the display shows the HP welcome screen, then just a rotating dotted circle and then nothing. The keyboard at this point shows the Num Lock light blinking once every 4-5 sec. What going on?

Greetings,

Welcome to the forum.

I am not a HP employee.

Was the power cycle a result of the update or did you do this?

The update may be corrupted.

Try the Startup Repair steps found at this site (Link). Try a System Restore if a Startup Repair fails.

Look at the troubleshooting steps when the PC will not load Windows 10. This site has info on creating W10 installation media.

Worst case scenario is to back up data and do a clean W10 install using bootable W10 installation media. Data backup may require pulling the HDD and connecting this drive to a different PC. Or Use Linux Live to grab the data.

Regards
