thumb drive not recognized in F10

HP Recommended
HP slim desktop 290-po xxx
Microsoft Windows 10 (64-bit)

3 & half month old PC; BCOD 'kmode exception not handled'.  microsoft uploaded windows 10 to thumbdrive, it is good & contents is verified.  PC will not recognize USB as an option in F10-HPsetup utility-storage-boot order.  only options are windows boot manager, USB hard drive, USB floppy/CD, ATAPI CD/DVD drive, network controller.  this seems to have M/S level two techs baffled.  HP techs didn't even get that far.  tried changing security configuration; that did nothing.  this began during 2 week of May, still no resolution.
update- okay, now the USB thumbdrive is listed, but only highlights when selected, & 'un-highlights' when 'entered'. no other action occurs.
