Microsoft Windows 10 (32-bit)

HP MO1-FOO33W. Runs extremely slow. ran system long drive self test and it stalls at 10% after 1.5 hrs.

A very slow PC can be caused by a failing hard drive.  The hard drive test would seem to agree.  The spec page indicates the drive to be a 1TB 7200 rpm SATA HDD.  That is very common and cost is very reasonable.  Plan on replacing the drive very soon.  Perhaps if you do it right away, it can be cloned instead of reinstalling everything, maybe.

Stop that test, if it still is running. It is placing a heavy load on the disk-drive. Instead, you want to reserve the disk-drive's remaining "life" for something useful, e.g., backing-up your files, or as @TheOldMan  suggested, trying to "clone" it.
