Your sister was only partially correct.
Windows 10 already COMES with AV software -- known as Windows Defender, and while this is not the best product out there, Microsoft has improved it over the years so that now, it is fairly good. You can do OK using this without installing anything else.
Norton is a good product, but we have no way of debugging installation issues with it. Also, you said "I get a message tell" which provides us no useful information. You need to contact Norton Support and provide them detailed information so they can assist you with installing their product.
