At safe mode, what to type to reset computer?

I understand you are facing issues with Windows 10 being stuck in an endless repair loop. Here is a suggested approach to reset your computer:
 

Resetting Your Computer in Safe Mode

To reset your computer using Safe Mode, follow these steps:

Boot into Safe Mode:
 

  • Repeatedly turn your computer on and off three times. During the third time, let it boot up, and it should bring you to the Recovery Environment.
     
  • Select Troubleshoot > Advanced options > Startup Settings.
     
  • Click Restart, then select Safe Mode with Network.

Reset Your PC:
 

  • Once in Safe Mode, go to Settings > Update & Security > Recovery.
     
  • Under "Reset this PC," click Get Started.
     
  • Choose whether to keep your files or remove everything.
